No, the DRM is the basis for it. They use it to have control over the files.

So they pay this money to download a song, then burn it to a cd or put it on a portable mp3 player, and eventually they wont be able to play it any longer? Or just on the HD it will realize the DRM has expired and will keep them from playing it?

Something like that. I'm not sure of the specific details, but the DRM they use will limit the use of the song(s) severely.
