Does anyone know what hardware and software is needed to convert video´s to mpeg´s, any help would be appriciated.

I do it with a PCI TV tuner card. Your video plugs into this and it usually comes packaged with recording software.
I record at the highest resolution I can, and save as .AVI. This gives the best quality. If I record as .MPG the picture looks like one of those photographs where the faces have been obscured to protect the identity.
I then convert from AVI to MPG using TMPEG.
You need a very large, fast (DMA) hard drive.
Results might be improved with a third party recording app like Cyberlink Power VCR or something.

To convert video to .mpg or .mpeg or .m2v, ... try to use FlaskMpeg
